The Central Board of Secondary Education (CBSE) has issued a strict circular prohibiting schools from collecting any unauthorized fees from students during the submission of the List of Candidates (LOC) for the Class X Second Board Examination.
As per the notification dated 30 March 2026, CBSE clarified the complete LOC submission process, which is divided into three phases:
- Phase 1: Only student details (LOC) are to be filled. No fee should be collected at this stage
- Phase 2 & 3: Students can make changes such as adding or dropping subjects and pay the official examination fee only to finalize the LOC
CBSE has clearly stated that even after submitting the LOC and paying the exam fee, if a student decides not to appear in the Second Board Examination, their main board exam performance will be considered for result declaration.
However, the Board has received complaints that some schools are demanding additional fees, such as three months’ tuition fees, during LOC submission. CBSE has strongly condemned this practice and directed schools to stop it immediately.
The Board has issued the following instructions:
- Schools must not collect any extra or unauthorized fees from students
- Only the official examination fee mentioned in the LOC circular is allowed
- All schools must strictly follow CBSE guidelines and maintain transparency
CBSE has warned that any violation of these rules will be taken seriously, and strict action may be taken against the concerned schools.
This step aims to protect students and parents from unfair financial practices and ensure a transparent examination process.
