The Central Board of Secondary Education (CBSE) and the Narcotics Control Bureau (NCB), Ministry of Home Affairs, Government of India, signed a landmark Memorandum of Understanding (MoU) at the CBSE Headquarters, Dwarka, New Delhi. The agreement aims to strengthen cooperation in creating drug-free school environments and raising awareness against substance abuse among students.
The MoU was signed by Shri Anurag Garg, IPS, Director General, NCB, and Shri Rahul Singh, IAS, Chairperson, CBSE, in the presence of Shri Himanshu Gupta, IAS, Secretary, CBSE, senior officials from NCB, and CBSE Heads of Departments.
Key Highlights of the MoU
- Quarterly awareness programs and capacity-building workshops for teachers and counselors.
- Development of e-modules on drug prevention and community outreach programs.
- Counseling services for students and parents to build resilience against substance abuse.
- A pilot program in 100 CBSE schools, later expanding nationwide through a hub-and-spoke model.

Awareness Program on Prevention of Substance Abuse
Following the signing ceremony, an awareness program was held with participation from over 500 principals, counselors, and wellness teachers from CBSE-affiliated schools.
Key sessions included:
- “Leadership for Empowering the School Ecosystem” by Shri Ashutosh Agnihotri, IAS, CMD, Food Corporation of India.
- “Refuse the First Dose, Secure the Future” by Dr. Anees C., IRS, Deputy Director, NCB.
Speakers emphasized the role of schools in safeguarding students’ well-being, early intervention, and the importance of mental health initiatives like Tele-MANAS.
The program concluded with an interactive Q&A session, where educators discussed practical strategies to strengthen school-based drug prevention initiatives.
