The Central Board of Secondary Education (CBSE) has issued a circular encouraging all affiliated schools to establish National Service Scheme (NSS) Self-Financing Units (SFUs) under the MY Bharat NSS initiative of the Ministry of Youth Affairs and Sports, Government of India.
The National Service Scheme (NSS) is one of India’s flagship youth development programmes, launched in 1969 with the motto “Not Me But You”. The programme focuses on “Education through Service”, enabling students to contribute meaningfully to society while developing leadership skills, empathy, teamwork, and civic responsibility.
What is the Self-Financing Unit (SFU) Scheme?
To expand the reach of NSS across educational institutions, the Ministry has introduced the Self-Financing Unit (SFU) model. Under this scheme, schools can establish their own NSS units, generally consisting of 50 to 100 student volunteers, without depending on government-funded NSS units.
The initiative aims to provide students with early exposure to:
- Community service projects
- Social welfare activities
- National integration programmes
- Environmental conservation initiatives
- Leadership and personality development
- Civic engagement and volunteerism

Schools interested in launching an NSS unit are encouraged to review the guidelines and submit the required proposal as per the prescribed procedure.
The Board believes that establishing NSS units in schools will strengthen students’ sense of social responsibility while promoting holistic education through real-life community engagement.
