New Delhi, October 31, 2025:
The Central Board of Secondary Education (CBSE) has issued a reminder to all affiliated schools regarding the discontinuation of countersigning Transfer Certificates (TCs) and the mandatory uploading of scanned copies on school websites.
This directive reinforces CBSE’s earlier circulars — including those dated 26.11.2014, 01.10.2018, 14.10.2019, and 04.02.2020 — which had already withdrawn the practice of countersignature for TCs between CBSE-affiliated schools.
According to the latest circular, there is no need for countersignature of any Transfer Certificate by CBSE offices or regional centres. Schools are strictly instructed to ensure that:
- All issued TCs are uploaded on the school’s official website.
- The standard TC format prescribed by CBSE is followed.
- The school’s affiliation number and status are verified on the CBSE website before admission.
- In cases of doubt, the SOP mentioned in the 2020 circular must be followed.
CBSE has observed that many schools still send TCs to Regional Offices for countersignature, causing unnecessary delay and inconvenience. The Board emphasized that in the digital age, such practices hinder smooth operations and go against its efforts toward paperless governance.
Schools are also reminded that certificates like experience letters for teachers or student-related documents (for employment or travel concessions) should be signed by the Principal or Head of the Institution only, without requiring any CBSE countersign.
This initiative aligns with the Board’s continued focus on digitization, transparency, and administrative efficiency under the Digital India mission.
Heads of Institutions are advised to strictly comply with these norms and ensure immediate implementation.
